Haha! He looks like a match for Mr. Smiley! What are his powers, pray tell? Knowing the location of every country and city in the world, perhaps?

Weatherman
Real Name: Neville Spring
Powers: Weatherman's suit can generate a number of weather-based effects including strong winds, blizzards, heatwaves and more. His right hand gauntlet can project heat beams, ice shards or powerful whirlwind blasts.
Backstory: After his greatest experiment involving an unmanned plane was cancelled due to intense weather, Neville Spring's second chance was ruined when a heatwave later set fire to his lab, destroying his work. Enraged, and declaring war on nature itself, he devoted himself to commanding the weather. Upon finishing a suit controlling the weather, he went forth on a career of crime as the Weatherman.

Hydrator
Real Name: Malcolm Cobb
Powers: Hydrator possesses a powerful level of hydrokinesis. He can manipulate and control water of large amounts, and can summon water to places where none exists, though this is straining. He can transform water from liquid to vapor, but not ice. He can also form solid objects out of water. He commonly travels by riding a very fast wave of water over the ground.
Backstory: Malcolm Cobb once fell victim to a "reality storm", which sent him teleported to the far-away planet Tritus, covered in seas. He was saved from drowning by the Tritusians, who provided him with air. They taught him how to control water with his mind during his stay, until one of their scientists was able to send him home through a portal. Taking the name Hydrator, he became a career as a crimefighter, while also telling the curious and peaceful Tritusians about Earth.

Wicker Man
Real Name: Wicker Man
Powers: Apart from inhuman strength, Wicker Man possesses the ability to light himself on fire. He can also fire out super-strong wicker strands from his body to ensnare foes, allowing him to burn them alive. He regenerates from injuries, including his own fire. Only through magical means can the Wicker Man truly be harmed.
Backstory: After making a deal with the man called Jason Krueger, a demon was betrayed and killed by him in a backwards twist. With its last breath, the demon created the horrible being Wicker Man to avenge itself. However, it did not have enough energy to direct the Wicker Man to pursue Krueger, and so the being instead now walks mindlessly destroying anything and anyone in its path.

Krystal
Real Name: Holly Wood
Powers: Krystal can manifest formations of a crystal-like material out of nowhere. Although she can create large, elaborate forms of it, they vanish after a short while. She can use them as weapons by making them rapidly grow towards the enemy, and as shields or platforms with which she can reach high places.
Backstory: Holly Wood failed as an actress. After getting stuck in a lame, underpaid job, she cursed her inability to make any form of difference.. until a meteorite crashed in front of her. It released some form of energy, giving her superpowers. Unknownst to her, it had been a piece of the Entity. Holly decided to use her powers for good, and became Krystal.

The Archer
Real Name: Odysseus Hood
Powers: The Archer is an expert marksman skilled with both longbows and crossbows. His specially designed crossbow weapon takes only a second to arm, and his bolts are rigged with various gadgets including bombs, flashbangs, acids and more.
Backstory: After wealthy playboy Odysseus Hood was mugged, he decided to gain his revenge on the criminal element. He designed his special crossbow and bolts and set forth on a heroic career as the Archer. He soon came into conflict with the mob bosses known as the Black Triad.

Metafictional Publication History
First appearance: Heroic Stories #15 (1943)
Other appearances: The Archer appeared in eight issues of Heroic Stories before gathering enough popularity to gain his own self-titled series, Archer Comics, which lasted a hundred issues. In the Silver Age, the character was revived and again gained a self-titled series, which lasted several hundred issues.

Red Dart
Real Name: Gabriel Engelberth
Powers: Red Dart uses, predictably, an array of darts with which he is very accurate. He tips them with poison, though mostly they contain tranquilizers or sleep poison.
Backstory: None really, just a bad guy with darts.

Oh yeah I remember Red Dart from Green Arrow comics wonderful work on him!
